Regions on Locations

Hi, I try to create an regions on locations settings but i cant see the list of regions after create on the backend page but i can see the regions on frontend page.

So you need to recalculate category statistics.

Same problem after recalculate category.
see image attached.
In administrator page regions is not showed even when i click in view more on countries but you can see in webpage image user can see all regions.

Please give me some tutorial about how can i create countrie, regions and cities if possible.

I removed my theme but the problem persist
